Yes, there is a free NCT, but the rule is narrow. The NCTS customer charter says you will be given a test free of charge where an appointment cannot be offered within a 28 day period. Six exclusions follow, and together they rule out most people who have left it late or turned dates down.

What the charter says

NCTS aims to keep the average lead time at each centre at 15 days or less. Where it cannot offer an appointment within 28 days, the test is free, unless any of these apply:

The charter also says there is no guarantee of a test at short notice for cars that are overdue.

Who it actually helps

The rule suits someone who contacts NCTS on time (before the car is more than a week overdue), is flexible about day, time and centre, and has not already accepted a later date. If you pick a far-off date online because it suits you, you have accepted an appointment outside 28 days and the free test no longer applies. Citizens Information describes the same rule: ask for an appointment within 4 weeks and, if it cannot be provided, the test is free.

How to ask for it

The charter does not describe a form or an online button. The practical route is to ring the NCTS booking line on 01 413 5992 (Monday to Thursday 8am to 8pm, Friday 8am to 6pm), say you want the earliest appointment at any time and centre, and ask about the charter if nothing can be offered within 28 days. Keep a note of the date you called. The priority list during online booking is a separate thing: NCTS aims to place you within 28 days, but it does not promise a free test.

Other free tests in the charter

The quicker fix

Most people would rather have the test next week than a free one in a month. Cancelled slots appear on the ncts.ie calendar all day. nctalerts.ie watches up to five centres and emails you within a minute when a date before your deadline opens, and you book it on ncts.ie yourself. €9.99 for 7 days, refunded automatically if you get fewer than 3 alerts.

Frequently asked

Is the NCT free if I cannot get an appointment?

Only under the NCTS customer charter: if NCTS cannot offer an appointment within 28 days and none of the six exclusions apply. Being more than 7 days overdue when you contact them is one of the exclusions.

Does the priority list give me a free test?

No. The priority list is where NCTS tries to find you a slot within 28 days. The free test is a separate promise in the customer charter.

I booked a date 6 weeks away. Can I still claim a free test?

The charter excludes people who accepted or asked for an appointment outside the 28 day period, so a booked date 6 weeks out would normally rule it out.

Where is the NCTS customer charter?

On ncts.ie under Customer Charter, linked below. Citizens Information refers to the same 4-week rule.
